Hillsborough County, Fla. (May 2, 2025) - Hillsborough County Commissioners are seeking residents to serve on several County citizen advisory boards and councils. Residents interested in seeking appointment must reside in and be registered voters in Hillsborough County. These are voluntary positions and members serve without compensation. Applicants may apply to more than one board but may only serve on one board at a time unless specifically approved by the BOCC.
Citizens interested in being considered for appointment must submit:
- A complete Application/Questionnaire
- A Standards of Conduct Form
All forms must be signed and dated, and all questions must be answered in entirety to be eligible. Incomplete applications will not be considered.

The application is due by close of business on May 22, 2025.
Appointments will be scheduled for a meeting of the Board of County Commissioners in June or July.

BUILDING BOARD OF ADJUSTMENT, APPEALS & EXAMINERS
This board confirms the competency and integrity of applicants applying for building certification in the County and takes disciplinary action against those contractors that fail to comply with the Building Code.
One alternate position is vacant. Member terms are for four years. Alternates terms are for two years. Position is specified as alternate that must be knowledgeable and experienced in the technical codes of this board.
Citizens appointed to this board will be required to file an annual financial disclosure.
Meeting schedule: Monthly, 3rd Tuesday, 9:00AM.
CODE ENFORCEMENT BOARD
This Board has jurisdiction to hear violations of all codes and ordinances of Hillsborough County with most cases arising out of violations of the County's housing, building, zoning, and sign codes and ordinances to maintain minimum health and safety standards.
One member position and two alternate positions are vacant. Member terms are for three years. Alternate terms are the same as the primary member's term. Members and alternates should represent the following categories: 1) architect; 2) businessperson; 3) engineer; 4) general contractor; 5) subcontractor; and 6) realtor.
Citizens appointed to this board will be required to file an annual financial disclosure. Citizens appointed to this board must reside in the unincorporated area of Hillsborough County.
Meeting attendance is required to maintain membership on this Board. Unexcused absences or late notifications may result in removal from the Board.
Meeting schedule: Monthly, 3rd or 4th Friday, 9:00 AM.
COUNCIL ON AGING
This council advocates on behalf of older adults for the betterment of their well-being and to provide input to the Department Aging Services, including the Board of County Commissioners, on matters relating to the quality of life of older adults.
One position is vacant, and one position will expire. BOCC representatives serve a two-year term. After three terms, a member may not be reappointed. Positions are specified as: 1) one - Caregiver; and 2) one - Faith based community representative (term will be effective 7/1/2025).
Appointment to this Council is contingent upon passing a criminal background check.
Meeting schedule:Quarterly, 2nd Tuesday.
COUNTY INTERNAL AUDIT COMMITTEE
This Committee serves in an advisory capacity to the Board of County Commissioners and to the County Internal Auditor's Office, on issues presented to the Audit Committee related to monitoring audit activities for the BOCC.
One position is vacant, and one term will expire. Terms are for two years. Members may not serve more than two full consecutive terms. Position are specified as: 1) Professional Certified- Applicants must hold at least one professional certification/license in good standing in auditing or a related field, such as Certified Internal Auditor (CIA), Certified Public Accountant (CPA) actively licensed in Florida, Certified Fraud Examiner (CFE), Certified Information Systems Auditor (CISA), or Certified in Control Self-Assessment (CCSA); and 2) Person with five years of experience in auditing functions.
Consideration for membership shall be given to nominees who possess the following attributes: the ability to promote openness and transparency; the ability to ask relevant questions, evaluate the responses, and continue to probe for information until completely satisfied with the answers provided; the ability to collaborate effectively with the County Internal Auditor; and the ability to work cohesively with other Committee members to fulfill the Committee's purpose.
All members must be registered voters residing in Hillsborough County, Florida, who do not have a direct financial interest in County business and must have an impartial, unbiased attitude and no conflicts of interest. Any applicant or Committee member with an independence or objectivity impairment in fact or appearance must promptly report the details to the County's Boards and Councils Coordinator, County Internal Auditor, and Committee Chair. The nature of the disclosure will depend upon the impairment. Each member should have an understanding of good management and business practices.

CROSS CONNECTION & BACKFLOW CONTROL BOARD
This Board assists the plumbing official, the water purveyor, and the health officer in the enforcement of Hillsborough County regulations. It also hears citizen complaints concerning the Ordinance and associated regulations, and when appropriate, makes recommendations to the BOCC regarding changes to the regulations; and serves as an appeals board from any decision, ruling, or determination of the inspection agency involved in the enforcement of the Ordinance and associated regulations.
One position is vacant. Term is for four years. Position is specified as a Fire System Contracting Industry representative.

CULTURAL ASSETS COMMISSION
The purpose of this Commission is to provide guidance in the administration of the Cultural Assets Program. In addition, this committee acts to serve as a vetting body to consider merits of proposals, to provide recommendations as to periodic funding and grant awards consistent with solicitation processes, and to provide further advice regarding enhancements to the Program to meet the primary objectives set forth by the Board of County Commissioners.
Two positions will expire. Terms are for three years. Positions are specified as: 1) one - representative of a community-based philanthropic organization and/or private foundation; and 2) one - representative possessing one or more of the following skills sets: Cultural-based organizations and program delivery, event production, corporate giving, natural and recreational assets, fine arts, local history, creative industries, culinary assets, place-making, tourism, marketing, and economic development.

ELECTRICAL BOARD OF ADJUSTMENT, APPEALS & EXAMINERS
This Board confirms the competency and integrity of applicants applying for electrical certification in the County and takes disciplinary action against those contractors that fail to comply with the Electrical Code.
One alternate position expired. Members shall serve four-year terms. Alternates shall serve two-year terms. Positions is specified as Alternate with knowledge and experienced in the technical codes of this board.

HEALTH CARE ADVISORY BOARD
This Board improves accessibility and efficiency of care for medically poor residents of Hillsborough County through recommendations to the Board of County Commissioners for fund allocation, coordination, planning, and monitoring of health care delivery systems.
Two positions will expire. Terms will be effective 7/1/2025. Terms are for four years. Positions are specified as: 1) one - Health care business or professional representative; and 2) one - At-large representative.
Meeting schedule: Monthly, 3rd Thursday, 3:00PM.
HEALTH COUNCIL OF WEST CENTRAL FLORIDA, INC.
This council works in collaboration with community-based organizations to identify, address, and resolve health care issues of local concern.
Two positions are vacant. Terms are for two years. Positions are specified as: 1) a health care purchaser; and 2) a health care consumer over the age of 60.
Meeting schedule: Bi-monthly, 2nd Thursday, 3:30 PM.
HISTORIC PRESERVATION CHALLENGE GRANT REVIEW COMMITTEE
The purpose of this Committee is to promote historic preservation, heritage tourism, and related economic development within Hillsborough County. This includes both incorporated and unincorporated areas.
One position is vacant, and two terms will expire. Terms are for two years. Positions are specified as members who have experience in one or more of the following: Historic Preservation, Architecture, Heritage Tourism, Marketing and Economic Development, Landscape Architecture, and Interior Design.
Membership composition is to include nine residents from the unincorporated area of Hillsborough County and at least one resident from each municipality.
Meeting schedule: July 21 and July 22 from 9 am - 1 pm at the Entrepreneur Collaborative Center in Ybor City.
HISTORIC RESOURCES REVIEW BOARD
This Board serves as an architectural review board for the protection of historic resources in unincorporated Hillsborough County. It recommends archaeological and historical sites to the Board of County Commissioners for landmark designation and reviews alterations and new construction on landmark sites or districts.
Three positions are vacant, and one term will expire. Terms are for three years. Positions are specified as: 1) an alternate with a demonstrated interest, competence, or knowledge in historic preservation; 2) an Archaeologist or Anthropologist; and 3) a planner, landscaper architect, or real estate developer or broker, licensed to practice in the State of Florida; and 4) an architect licensed to practice in the State of Florida.
Citizens appointed to this board must reside in the unincorporated area of Hillsborough County.

HISTORICAL ADVISORY COUNCIL
This Council serves to support and facilitate a uniform historical marker program throughout the County. This includes the cities of Tampa, Plant City, and Temple Terrace as well as organizations and other agencies who request assistance. It also provides the BOCC with support that complements the goals of historical preservation and education in Hillsborough County.
One position is vacant, and one term will expire. Terms are for three years. Position are specified as a BOCC representatives. All members shall possess expertise in significant and relevant historical matters. In making appointments, due consideration shall be given to achieving a demographic balance among the appointed.
Meeting schedule: Quarterly, 4:00 PM.
HUMAN RELATIONS BOARD
This Board encourages equality among all people by reviewing complaints filed under Hillsborough County's Human Rights Ordinance which promotes fair treatment and equal opportunity for people regardless of race, religion, color, sex, national origin, age, disability, marital status, sexual orientation, and gender identification or expression.
Five positions are vacant, and one term will expire. Terms are for three years. Members may not be appointed to serve more than two full consecutive terms. Consideration for membership shall be given to representative from the following fields: 1) retail merchandising management; 2) industrial management; 3) real estate sales; 4) property leasing; 5) mortgage financing; 6) law enforcement; 7) labor council; or 8) person with disability or a person representing persons with disability.

LAND USE APPEALS BOARD
This Board hears appeals of decisions of the Land Use Hearing Officer on special use permits and variances from zoning regulations.
One position is vacant. Term is for three years. Position is specified as an alternate. Consideration for membership shall be given to representatives of the following: an attorney with at least five years of experience, shall be an attorney practicing in Hillsborough County who shall have been admitted to the Florida Bar for no less than five years; a landscape architect or architect, registered to practice in the state of Florida; a business owner or operator in unincorporated Hillsborough County; a professional planner with not less than three years of experience in land use planning or zoning in Hillsborough County; a civil or environmental engineer registered to practice in the state of Florida; a member of a civic or neighborhood organization in unincorporated Hillsborough County; and a developer active in development in Hillsborough County; or a duly licensed general contractor (Class A) active in business in Hillsborough County.

MECHANICAL BOARD OF ADJUSTMENTS, APPEALS & EXAMINERS
This Board confirms the competency and integrity of applicants applying for mechanical certification in the County and takes disciplinary action against those contractors that fail to comply with the Mechanical Code.
Three members and two alternate positions are vacant. Member terms are for four years. Alternate member terms are for two years. Positions are specified as follows; 1) member- a mechanical contractor, a class "A" HVAC contractor, a class "B" HVAC contractor, a mechanical trades representative and a sheet metal contractor; 2) alternate-an individual knowledgeable and experienced in the technical codes relevant to this board.

PLUMBING & GAS BOARD OF ADJUSTMENT, APPEALS & EXAMINERS
This Board governs the certification and/or compliance standards for plumbing and gas contractors doing work in Hillsborough County and enforces adherence to the standards set by the Plumbing and Gas Code. The board members shall be appointed by the governing bodies of the jurisdiction that choose to use the County's boards and enter an interlocal agreement with Hillsborough County.
One member position has expired. Term is for four years for members and two years for alternates. Position is specified as: 1) plumber.

TAMPA SPORTS AUTHORITY
This Authority was created by the Florida Legislature in 1965 to plan, develop, and maintain sports and recreational facilities for residents of Tampa and Hillsborough County. It operates Raymond James Stadium, the home of the NFL franchise Tampa Bay Buccaneers, and the University of South Florida Bulls football team. Additionally, the Authority manages the Hillsborough County Tournament Sportsplex and the three City of Tampa public golf courses: Babe Zaharias, Rogers Park, and Rocky Point. The Authority acts as the landlord for Amalie Arena and George M. Steinbrenner Field on behalf of Hillsborough County.
Two positions will expire. Term will be effective 7/1/2025. Terms are for four years.

Citizens appointed to this board are limited to residents who do not live in the City of Tampa limits. The BOCC has the authority to waive this requirement; that notwithstanding residency status, all citizens may apply.

VALUE ADJUSTMENT BOARD
This Board was created by F.S. 194 to provide citizens a forum to address complaints when they believe the Property Appraiser has over assessed their property or improperly denied an exemption or classification, or the Tax Collector improperly denied a tax deferral. The Board hires qualified attorneys and appraisers to conduct hearings on these complaints and make recommendations. The Board meets to act on these recommendations.
One position will expire. Term is for one year. Position is specified as a citizen who owns a homesteaded property.
Citizen members shall be appointed in a manner to avoid conflicts of interest or the appearance of conflicts of interest. (Florida Administrative Code 12D-9.004(1)(c)(4).
Citizen members must not be a member or employee of any taxing authority in this state and may not be a person who represents property owners, property appraisers, tax collectors, or taxing authorities in any administrative or judicial review of property taxes.
Meeting schedule: Five to seven times per year. Date and time to be determined.
