During the Sept. 2, 2026, BOCC meeting:
The Board presented a commendation to the Mac Parkman Foundation for its dedication to advancing brain health, promoting safer sports, supporting research and treatment, and raising awareness of brain injuries.
Commissioners adopted an ordinance providing for a requirement for the registration of short-term vacation rentals and for business regulations of rentals.
The ordinance will provide for education of both owners and renters, to support compliance with code requirements while promoting public health, safety, and welfare of residents and visitors.
The ordinance requires that the owner renew a $200 registration of each short-term vacation rental annually and authorize future inspections of the unit upon determination by Code Enforcement.
If a Code Enforcement officer has made an appointment to complete an inspection and the owner or designated responsible party fails to admit the officer at the scheduled time, the owner shall be charged a “no-show” fee in an amount to be determined by the Board.
The ordinance will take effect Jan.1, 2027, and the Board will review the ordinance after 90 days and make any changes deemed necessary.
The Board approved the fifth modification to the Progressive Design-Build agreement with Garney Companies, Inc. for the One Water – South Wastewater Conveyance and Treatment Project.
The modification increases the existing contract amount by $586 million for construction of the Advanced Wastewater Treatment Facility, the procurement of additional long-lead material, and the construction of a wastewater pipeline.
Commissioners then approved the first modification to the professional services agreement with Jacobs Engineering Group, Inc. to add final design services required to complete Phase B for the South County Drinking Water Facility.
Hillsborough County’s One Water Program is a large-scale initiative to ensure resiliency and sustainability for residents. The program addresses both immediate and long-term water and wastewater needs in the County’s South-Central Service Area and will improve South County’s drinking water supply and pressure.
A majority of Commissioners voted to adopt a resolution that establishes the Stormwater Management Non-Ad Valorem Assessment Rates for calendar year 2026. The new rates will be $92.58 per dwelling, an increase of $6.09. The fees will fund the repair, maintenance, and improvement of drainage systems.
Staff reported that a rate increase is needed to fund additional stormwater maintenance activities to improve conveyance and reduce roadway flooding.
The Board directed the County Administrator and staff to draft a proposed Growth-Related Infrastructure Fee Review Policy. The policy will require annual reporting and review of County-controlled impact and mobility fees at least once every four years.
The proposed policy will create a process that requires the County to ask questions, receive current evidence, and make deliberate decisions before cost growth, legal changes, or infrastructure needs create long periods of inaction.
Commissioners voted to reallocate more than $800,000 in unused Countywide funds to the bridge and guardrail program and to fund sidewalk repair projects in Wimauma.
