Community Development Block – Mitigation Grant
In 2024, Hillsborough County received a Community Development Block Grant (CDBG) to invest in natural disaster mitigation.
Overview of allocation
CDBG-MIT is funding from the U.S. Department of Housing and Urban Development (HUD) provided as a special appropriation by Congress to assist with long-term recovery following a Presidentially declared disaster. The funding is used to invest in infrastructure and equipment to improve future storm damage mitigation.

Community engagement & program history
Hillsborough County's Citizen Participation Plan establishes standards and procedures for residents' participation that Hillsborough County must follow to comply with HUD’s rule 24 CFR 91.105. All Hillsborough County residents, in particular those who are resource-limited, income-qualified, and living in affected areas, are encouraged to participate in the planning, implementation, and assessment of the federally funded housing and community development programs.
The Citizen Participation Plan was created on March 15, 2024, and includes requirements associated with implementation of the CDBG-MIT Program.

If the complainant is not satisfied by the Subrecipient’s determination or Florida Commerce’s response, then the complainant may file a written appeal by following the instructions issued in the letter of response. If the complainant has not been satisfied with the response at the conclusion of the complaint or appeals process, a formal complaint may then be addressed directly to the regional Department of Housing and Urban Development (HUD) at:
