Information about floodplain management and regulation to stay in compliance with the NFIP minimum standards
Communities that participate in the National Flood Insurance Program (NFIP) have agreed to adopt local floodplain regulations and enforce those regulations through a local permitting process. In return, flood insurance through the NFIP is made available for purchase to all residents and business owners in the community.
The Floodplain Administrator and the Building Official are responsible for implementing Hillsborough County’s floodplain regulations, ensuring that the County is in compliance with the National Flood Insurance Program’s (NFIP) minimum standards, and enforcing any additional, locally imposed standards.
Effective implementation of local floodplain management regulations is not only critical for residents’ safety, but it also helps minimize future flood damage.
Elevation and floodproofing certificates
- Access elevation certificates submitted after February 2021 through the HillsGovHub permitting system.
- Access older elevation certificates (2005 to 2021) through the PGM Store.
- Additional historical elevation certificates (prior to 2005) may be available, upon request, by contacting Floodplain Administration staff at floodplainadmin@hcfl.gov.

Request a change to a flood map
- A Letter of Map Change (LOMC) officially amends or revises an effective Flood Insurance Rate Map (FIRM) to remove a structure, lot, or portion of a property from the 1% annual chance floodplain. FEMA issues LOMC’s instead of physically revising the maps.
- FEMA’s Online LOMC tool allows homeowners or their designated representatives to request a Letter of Map Amendment (LOMA) or Letter of Map Revision (LOMR) to a flood map. It is a convenient way for applicants to upload the necessary documentation and check the status of their application online. - FEMA’s eLOMA tool is specifically for licensed land surveyors and professional engineers to generate a quick determination from FEMA within minutes of submitting required information and data for the subject of the eLOMA request. While residents are typically affected by inland flooding near lakes and in areas with low-lying elevations, flooding along rivers and coastal tidal surge are not uncommon.
