Circumstances when you are not allowed to use PCards

PC 3 - Prohibited transactions on card accounts

Card accounts shall not be used under any circumstances for the following:

  1. Cash Advances
  2. Gift cards
  3. Rental or lease of land or buildings
  4. Utilities (i.e., telephone services, telephone calls, etc.)
  5. Alcoholic beverages or tobacco products
  6. Non-business entertainment expenses
  7. Florida sales tax
  8. Square technology or third-party billing vendor set up in an individual’s name
  9. Third-party billing vendor fees
  10. Late fees
  11. Flowers
  12. Greeting/Sympathy cards
  13. Purchases partially covered by a stipend
  14. Personal use items
  15. Deposits
  16. Unless otherwise approved or directly related to the mission of the Requesting Department and serves a public purpose, card accounts shall not be used for the following:
    • (A) Food items
    • (B) Licenses and certifications (County Administrator Policy Manual, Policy Number 5.2)
    • (C) Fuel
    • (D) Any other items currently under a contract or prohibited from purchase by County policies
